Phase 05 — Execution Markets and Scaling

Ordering and settlement become separate systems across MEV and intents, rollups and DA, and cross-chain messaging.

Exit condition: a user-facing status names its execution domain, ordering actor, data path, settlement dependency, finality level, retry semantics, and escape or recovery route.
